Live testnet fee economy

The active immutable testnet package enforces these fees. Every fee-bearing transaction includes the maximum amount the wallet reviewed and is willing to accept.

Immutable caps: 25,000 SUPRA, 10,000 SUPRA, and 1%. Governance can raise or lower the live schedule within those caps. A change applies when the approved governor-multisig transaction executes.

Separated authority: fee governor, treasury administrator, and collector are distinct roles. Fee governance can be irreversibly renounced while treasury collection remains operable.

Fee-free products: multi-send, Merkle airdrops, payment streams, staking pools, Digital Asset creation, Digital Asset locks, and Dexlyn LP locks.

Substitution boundary: products have different terms and security models. The protocol does not claim that this schedule prevents users from choosing a fee-free product with superficially similar timing.
